Step 1:
Let’s start out by creating a new file. I used a 700×400 pixels canvas set at 72dpi, and I filled my background with white. Now make a new layer then draw a large gray rectangle with #D5D6D7 color shade of 447 x 223px dimensions.

Step 2:
Under Layer Style(Layer > Layer Style) add a Drop Shadow, Inner Glow, Gradient Overlay and Stroke blending options to the dark rectangle layer.

Step 3:
Create a new layer then draw a large rectangle with a #171719 color and 427 x 204px dimensions on the center of the gray rectangle design.

Step 4:
Under Layer Style(Layer > Layer Style) add a Drop Shadow, Inner Glow and Gradient Overlay blending options to your white hollow circle layer. Then set the layer's blending mode to Soft Light.

Step 5:
Now make a new layer then draw a gray ellipse with a #9A9A9F color and 36 x 19px dimensions just below the black board.

Step 6:
Under Layer Style(Layer > Layer Style) add a Drop Shadow, Inner Glow and Satin blending options to your gray ellipse layer.

Step 7:
Now select the Rounded Rectangle Tool, above your screen under the options palette choose Fill Pixels, set the radius to 20px and check anti-aliased. In a new layer draw a black rounded rectangle with 19 x 60px dimensions. Then cut the top end of the black rounded rectangle.

Step 8:
Under Layer Style(Layer > Layer Style) add an Inner Shadow, Inner Glow and Gradient Overlay blending options to your black rounded rectangle layer.

Step 9:
Add the same leg structure design on the left side (duplicate the layer and move it over).

Step 10:
In a new layer draw a small rectangle with #AEF3FF color, this will be the laser chalk design.

Step 11:
Under Layer Style(Layer > Layer Style) add an Outer Glow and Gradient Overlay blending options to your laser chalk layer.

Step 12:
Here we added more "laser chalk" (by duplicating it and using the free transform tool to resize it -- if you want to resize it that is).

Step 13:
Select the Horizontal Type Tool then set the font family to Arial, regular, 40 pt, sharp and #AEF3FF color shade. In a new text layer type a text on the black board.

Step 14:
Under Layer Style(Layer > Layer Style) add an Outer Glow and Gradient Overlay blending options to your text layer.

I continued to add the same pattern to the blackboard as well and got what is below as a result, i'm not sure if I like it better without the pattern though, you decide.
