Made by: Nick

Step 1:
Let’s start out by creating a new file. I used a 800×500 pixels canvas set at 72dpi, and I filled my background with black color. Now select the Horizontal Type Tool then set the font family to Times New Roman PSD MT, Roman, 120 pt, smooth and #B00000 color shade. In a new text layer type your text.

Step 2:
Under Layer Style(Layer > Layer Style) add an Inner Shadow, Inner Glow and Gradient Overlay blending options to your red text layer.

Step 3:
Duplicate your red text layer design and create a new layer, merge both layers so the text layer turns into a regular layer. Now under Layer Style(Layer > Layer Style) add an Inner Glow and Pattern Overlay blending options.

Step 4:
On the Layers Window move the text design layer from step three under the red text layer. Then nudge the design to the left by a couple of pixels.

Step 5:
Now duplicate the text design layer from step four and move it to the left by a couple of pixels.

Step 6:
Add a marquee selection around your text design then go to Edit > Copy Merged. Then go back to Edit > Paste to add another copy of your text design. Now go to Filter > Distort > Wave and apply the settings below.

Now go to Filter > Blur > Blur More.

Step 7:
Under Layer Style(Layer > Layer Style) add an Inner Shadow and Pattern Overlay blending options to your wavy text design.

End Result
My end result came out like this, yours should look similar although probably not exactly the same due to different text and if you used the same settings as me or not for the filters.
